Briefly explained: RSX shows whether teams use AI with a watchful eye: recognize risks, understand limitations, critically review results, and consider regulations. RSX is the security filter for the License to Scale: Core and RUI must be high – RSX ensures no one scales "blindly".

Approval Criterion: Scaling is responsible when Core Readiness and Responsible Use (RUI) are high and RSX reaches at least a baseline value. Core & RUI carry the weight – RSX acts as a minimum filter.

  • Green: Core ≥ 70% & RUI ≥ 70% & RSX ≥ 50% – Scale.
  • Yellow: exactly one boundary missed – Pilot with conditions.
