What Do the Values Mean? License to Scale
Approval Criterion: Scaling is responsible when Core Readiness and Responsible Use (RUI) are high and RSX reaches at least a baseline value. Core & RUI carry the weight – RSX acts as a minimum filter.
- Green: Core ≥ 70% & RUI ≥ 70% & RSX ≥ 50% – Scale.
- Yellow: exactly one boundary missed – Pilot with conditions.
- Red: two or more boundaries missed – Stop & Fix (Policies, Logging, Reviews).
